Listed below are the charges customers in the Com Ed area are billed for, as well as a brief description of those charges. If any charges other than the cost of your electricity are locked, please confirm that the supplier is not marking those charges up without offering an electric rate low enough to offset the unnecessary increase in Com Ed's charges.
Delivery Related Charges
These charges are set by Com Ed and by law and can not be negotiated, waived or reduced.
Delivery Charge – This is the cost of delivering electricity to the customer, and for maintaining the infrastructure. It’s set by Com Ed and is generally not bundled with energy when billed by supplier.
Taxes – They are set by the applicable government bodies. They are generally not bundled with energy when billed by supplier.
Electric Related Charges
The following charge may be negotiated, and is set by your supplier of choice.
Energy Charge – The price charged by a supplier for the actual electricity.
The following charges are set by Com Ed and by law and can not be negotiated, waived or reduced.
Capacity Charge – Capacity is the cost of reserving generation space on the network. It’s set by Com Ed and can be bundled with the energy charge when billed by supplier.
Line Losses – As electricity moves through the network of poles and wires, energy is used. The amount of electricity measured at the meter is less than originally produced at the generation facility. To account for this variance for any product that does not include losses, supply costs are multiplied by system loss factors to determine this cost component. It’s set by Com Ed and can be bundled with the energy charge when billed by supplier.
Ancillary Charge – PJM charges ancillary fees to recover the administrative costs of overseeing the markets and supporting transmission services. It’s set by PJM and can be bundled with the energy charge when billed by supplier.
Transmission Charge – Transmission costs are associated with the transportation of electricity from the generating station to the distribution system. It’s set by Com Ed and can be bundled with the energy charge when billed by supplier.
Com Ed's Pending Rate Decrease
After May, 2010, many customers were surprised to see a noticeable increase to Com Ed's Capacity Charge, one of their largest charges. The good news is that as of May, 2011, that charge is scheduled to drop approximately 40%. In May, 2012 it's scheduled to drop approximately 91% compared to today's rate, and will rise slightly in May, 2013.
As many customers are reviewing options for the next 1 to 3 years, it's important to understand a few facts regarding this decrease.
Index Versus Fixed Rates
Electric customers have the option of locking rates or being on an index rate. Unfortunately, given the volatility of the market, there is no way to know which program is going to result in lower costs. If you're shopping for an index program, please request the following:
